"Stake-Out" Kelly, ace detective, meets Mary Higgins at a small Hollywood sandwich shop where he expects to get some information concerning Packey Davis, head of a ring of jewel thieves. His suspicions are confirmed when Mary warns him that Davis is outside - waiting for him. Kelly sets a trap and, in the ensuing battle, one of the gangsters is killed. Davis is interested in rubbing out Kelly as Kelly and Baker are the only two witnesses against Smitty, a Davis henchman. Baker is in the hospital and the plan is bring Smitty there for identification. Kelly accidentally slips the secret to Mary, who in turn innocently informs Packey. A trap is laid.

Rubber Racketeers
Racketeer Gillin is paroled from prison and immediately goes to work trying to make an illegal buck from America's war effort. With rationing in effect the black market tire business is booming. Gillen's mob sets up car lots around town where they peddle stolen tires and "new" tires milled in the gangster's factories from cheap faulty materials. People begin to die in crashes as the defective tires fail. Bill Barry leads his fellow defense plant workers on a crusade to uncover the source of the black market rubber and bring the guilty to justice. Although clearly intended to warn the public about black market tire smuggling, Rubber Racketeers holds it own as a saga of mobsters versus an irate public.

A young, beautiful and rich girl, Dimpy Singh, approaches Samrat Tilakdhari, a private investigator, with a strange case. Several days later, when he does not hear from her, he decides to travel there. But before he could do so, he does get her telephone call in which she sounds distressed and asks him to help her. When he asks about her location, she is unable to provide any, and the phone gets disconnected. The question that haunts Dev is: Where is Ria, and how is he going to assist her when he does not even know her location?
